In addition to the yes/no options on the forgive screen add a make offer option that will allow the offender to pay the victim restitution for their wrong doing. Clicking the 'make offer' button extends the 15 second count down to 60 seconds. An option to enter in the amount wanted is presented to the player. If the offender agrees, the credits are instantly transferred from his/her account to the victim's, and the kill is forgiven.

I don't see the point, if i killed you in the NFZ i had every intention to do so. I definitely wouldn't pay you to forgive me the kill.

There's no reason for this beyond trying to take some cash from people who were just surprised by the various nation space exploits that some griefer guilds use to tank their victims standing. As Loki said, in every other situation, the person knew very well what they were doing.

EDIT: I'd rather see a deamnd money function for pirates which has been suggested before.
