Hated players being shot in the NFZ should not incur a SF attack. As the SF is not effective enough currently you should be able to take action yourself against a hated player.

Perhaps this is the real issue?

Perhaps POS players may be allowed to apply to become faction guardians and exempt from the normal nfz rules

I would be okay with this if we were penalized for hitting the station when attempting it. That way it becomes a matter of risk management: do I try to lead them out of the NFZ and then fight, or do I fight them here at the risk of hitting the station, or do I keep my grubby hands off the trigger and try to evade?

Otherwise I'd have to -1 this since it goes against the purpose of the NFZ.

I do like the idea of it being limited to POS individuals in addition to the other stuff I mentioned. I was going to say that then, but I forgot. On its own, though, I don't think such a limit would be sufficient for me to support the suggestion.

+1 Why would a faction come to the defense of someone they hate?

They don't come to the other guy's defense; they hate him and attack him. They just also attack the reckless, lawbreaking guy who is endangering them by attacking the guy they hate without proper training and authorization.
