If I'm understanding what you are implying then players with tridents have the ability to get ships on a character that they are otherwise prevented from getting because of their native faction.
Tridents / goliaths don't spawn in space. Ships are added in the same way cargo is moved between a ship and station.

You can undock without any ships in the cargo. This only means that you can't undock from your trident.
I think the real problem is that one of the biggest bug-searching dudes we have in the game doesn't own a trident. No, I will not be building you one, but I do think someone should give you a damn trident.

Here is an idea: Add some systems that can be targeted and destroyed after the shields drop. Kill the respawn systems and the pilot can't respawn there.
