...npcs or travelling hive bots that have a 10% chance of dropping a prox mine in grey space, perhaps?
Mines don't actively chase you down and shoot at you. Also there are multiple paths that would have to be mined.... Simple random mines wont even come close to the level of problem an active hive provides.
If Latos and Odia re-spawned at the same time it would help improve matters a bit.
Reducing the levi re-spawn would also be an idea. 4 hours is a fairly long time.
A 2 hour delay would get the show on the road quite a bit sooner.
I have also noticed that when missions are available they seem to be spawning a lot slower then they use to. I am having to take hour long breaks to let the missions catch back up where it use to be only a few minutes before new missions cropped up.
