Border battle mission are best to increase weapon lincense and combat license. Use swarm missiles for large weapon port and gauss for small weapon port. Upon entering the war zone decrease the acceleration to "0" and use Turbo button to move forward. Dock into the capital ship and which is easy with using Turbo.

Now launch by pressing LAUNCH button and do not accelerate. Use the heavy weapon like missile and use it to destroy your target. Make sure to dock into the capital ship real quick because NPCs are fast like the SCPs. Repeating this method will increase your license. And also check your Heavy Weapon License in Statistics tab in Character tab. Check the points too. Your Heavy Weapon License will increase and it really depend upon your subscription.

And for Light Weapon License you can just use the capital ships turrets and destroying targets. And the Light Weapon License will increase automatically. Avoid launching and using capital weapons is the best way to leveling up your Light Weapon License.

And for Combat License ??? It will increase automatically.
