Make the #guild-recruiting channel strictly an ad board

This suggestion is made from a discussion on the #guild-recruitment channel in the Vendetta Online Discord server.

The current #guild-recruiting channel gets filled with unnecessary discussion, which hides the recruitment ads. This forces recruiters to repeatedly post their ads, which makes the whole thing unnecessarily full. Due to the high frequency of ad-posting, the recruiters also don't put a lot of effort into each ad. The result is that if and when someone is looking through the channel to join a guild, they have to sift through a lot of chat and repetitive, mediocre ads to get info on all the guild possibilities. It turns into a self feeding cycle. There's a lot of spam, so recruiters have to keep posting. The lot of spam and repeated ads make it difficult for a potential recruit to see the ads. This in turn forces the recruiters to post more so as to attract attention. Which leads to more spam. And so on.

So, a simple suggestion to cut this cycle short. Turn the #guild-recruiting channel into a fixed ad board, where only guides can write. Similar to editing the guild description or changing guild ranks where guide help is used, posting ads on the channel will be done by guides after recieving a DM from interested guilds containing their entire, best ad. So recruiters put their all into one great ad, which has visibility and doesn't get buried under repeated ads or chat. Recruits can then see these ads and make an informed decision on which guilds are recruiting and what they offer.

During the discussion on Discord, there was also a suggestion to add a new #guild-discussion channel. Essentially dividing the role filled by one channel into two different, specialised channels.
