Allow us to /report messages posted via the relay

When the relay was player run, we were able to report toxic messages that were posted on the relay. Now that relay is dev run, the report dialog does pop up still, but the report never goes through. Or at least, the player never gets a confirmation that report was made.

While rule breaking messages from the relay are more rare, they still occasionally happen. Better for players to have the tools to report offenders, than not.

That's odd, no one has PMed me about rule-breaking messages. If someone is using the relay negatively, they're supposed to get the access revoked. This includes intrusive guild politics as well as standard toxic chat/trolling/abuse/etc, btw.

I understand a /report against relay users would be nice for more instant action, but afaik nothing has been said to me about relay abuse at all, which won't solve the problem.

I always thought /report in game used on the relay resulted in action taken on the relay. Maybe that was just wishful thinking. But yeah, there's definitely some serial abusers and it would be nice to know the rules and report functions apply evenly.

I have taken action in the past. But it is considerably more involved. The report administration system was always designed for fast / mobile usage, and there's no "fast" way to deal with relay problems. If just Validate a report, it would mute the whole relay. And often times, I would be reading it on my phone somewhere, and not near my computer. So, I might revisit an issue considerably later, although I think I was pretty reactive to major problems.

At any rate, it was hit-or-miss, and more challenging for me, but reporting people abusing the relay was definitely not pointless.

I did not ever engage Luxen or Whistler on those issues, that I recall. I'm the only person, at present, who receives or acts on /report complaints.

I'd like to do some automated handling of /report on Discord, but that may not be the simplest thing to implement.

At any rate, I didn't realize that Discord was currently excluded from the possibility of /report. That was probably an unforeseen side effect of the implementation. It was not intentional.

In the near-term, it might be more productive to just have people PM major relay abuse to Luxen or Whistler, directly on Discord, if they're amenable to that?
