Event schedule/tweaks

Reduce the frequency of the recurring events (Helios,Ukari,Odia,Bractus) by half, to compensate make the events run a little longer and maintain the lil purple/pink blinky spot on the map for all to see.

the helios event in particular should be announced on channel 11 (nation specific chat) UIT could get an announcement for the Ukari event and itani should get an event in pelatus or edras; I'm sure phaser can whip up something cool! :]

Hopefully this new system will make re-implementing CtC a breeze - I've got a bunch of ideas for that but i'll save those for another thread.

PS: I need a necromancer to raise my bird thread in off-topic.

oh and I forgot to add; the serco event in helios should reward with serco standing and consequently punish someone for shooting the behemoths instead of defending; an itani event in edras/pel could do the same and this would bring an additional avenue to rebuild standing for KoS players instead of the current hive bot grind that takes 4~8 hours

-1 to easier standing recovery.. kos is practically inconsequential already.

given the frequency of the event it wouldn't matter much. getting 50~100 points for successfully completing would pay out more or less the same than spending the time inside serco space splodin' bots.

I figure giving standing bonuses wouldn't hurt - anyway the standing penalties should definitely be implemented.

these persistent events are super cool and I hope they're going to tie into the greater mission system. IE: successfully completing the ineubis/corvus training excercise could set a flag for a mission tree... etc.

Best addition to grayspace since the unrats return!
