Could you explain more about.. why? It's part of the leadership structure of the guild. The Council members want to be aware of what changes are being made to their guild, don't they?
Or is the issue that you're constantly swapping out Lieutenants for some reason?
Also, please adhere to the Rules of Suggestions, this one is called out explicitly in #5:
"Do not post single-sentence Suggestions"

I get it.
Because only the Commander of a guild may promote/demote an Lt, the rest of the council
members need not be notified they have to log in and vote.
Perhaps it should be this way for all Commander only guild actions.

Well, if it's telling them to log in and vote (I don't recollect, offhand) then that would be undesirable.
But, telling them informatively about what changes are being made seems like it's useful, just from a council-oversight standpoint?
