Not only would you need the money and materials, but you would also have to PLACE it. Someone might choose to place it in a roid field with particularly good ores,but there's bots. So, if they want a station there, they would have to group mission and kill, oh, 1500 bots within that sector. after that, a small construction site is made and the dev's will clear the area of a few roids, at the cost of w/e, then you have to bring materials there. after that is all done, another payment is made to finally get a station. This way, someone must be completely devoted and hold on to the group mission.
If they want a station in empty sector, that's fine. they get no ores, less protection, and maybe a hive queen can go bother them once in a while.
