Hmmm... I've got a geForce4 MX 420, does the MX mean it's too lame to get the neat glow effect? I checked it out on my friends radeon and was quite impressed, though practically blinded while in a docking bay.

The MX series lacks the chip block for shading that the GF 3,4, and ti have. I don't think rglow is going to work for your card.
