I'm against this because some players don't have credit cards and that some of them are 17 below, even if they have Debit Cards, some players below 14 aren't allowed to use their parents Credit/Debit cards because of "over-spending"

You're against paying professional people for their hard work because your parents won't give you money? This isn't an actual problem.

We've pushed up license limits before, and we probably will again. But it's a careful thing to balance, and it takes time. For the moment, we have this cutoff at level 4. There's a ton of cool equipment available by level 4, so this isn't exactly a terrible situation for gameplay.
