Killing a level zero character in his own capital system should result in -2000 faction.

Killing a level 1 character in his own capital system should result in enough faction loss that the perpetrator will not be back for at least an hour at best.

edit: assuming said characters have not it any way suffered native faction loss.

anyone who kills a lvl 0 or 1 or 2 level pilot should get no pk and a severe faction loss

once your lvl 3 its fair game and you should get a warning now you are an experienced pilot you are fair game and you may be killed by anyone at any time for any or no reason

We already get severe faction loss just for killing them in their faction's space; changing that would have almost no impact. It also does nothing at all to address people like me, who are already KOS with all three nations and TPG to boot -- for us, faction penalties are meaningless. (Not that I think people like me need to be addressed in the first place, but your plan won't help.)

The same goes for the PK stat. Despite whatever you might believe, most of us don't kill newbies to boost our numbers. We kill them because we are the boogymen. So sure, go ahead and remove the PK tally for those kills, that might even be a good idea, but it won't actually achieve your goal.
