Military ship access

One issue is with top military gear access as Valkyries and prometheus rather than faction mutual exclusion. Make them only available for those who have signed up for military.
You need to gain some military "trust" to access those ships. If you log on and don't do some related military mission after 3-5 logins (with a minimum play duration), you lose your military status and an amount of "trust". You need to sign up for military again to get access to those ships and get the trust back.
You can lose your military access if you kill your own kind that have good standing with your nation (npc, CtC or players) in monitored sectors, number of kills to be defined, or if you sell military gear to strangers with a % of probabilities to get caught (% can be higher in nation specific / grayspace).

I used the "trust" word over xp because actually you almost never lose xp in the game besides bounty hunting. (though i am not opposed that you lose xp if you fail a mission but that's another topic).
And I used the "trust" word over faction because you can gain faction without doing military stuff.
So i do not think this is manageable with current concept of faction and xp. We need something to tell if you are reliable in what you have committed to do.

To summarize, everybody has to work to be able to fly top gear either doing mission or getting the monies to buy them from other players, that's the main idea.

+1 for the idea, but I think it can be simplified.

The nation specific ships require 800 standing. Make it so that after standing +500, only military missions (including deneb and ctc) can add standing (for itan/serco only)

I wouldn't let standing degrade simply over time/logins, since that gets in the way of militaristic RP (blockading the enemy or taking their conq stations is not an 'official' military mission), but it would be good to have some sort of decay mechanism.
