Hey, remember... Pirates had laws and a code. They were highly effective because they were pretty ruthlessly enforced. Especially about fighting that disrupted their trade.

I say make it a 'real' pirate haven... Station guards with skull and crossbone liveries, and turrets that shoot ballistic weaponry.

Oh, and the only way you get in? You have to have an expensive special small slot IFF device. Someone would have to buy you one from the station and give it to you before you could go in.

Maybe tax trades? Pirate leaders sometimes taxed trade at their strong-holds...

It'd be self regulating and take some money out of circulation.

I can see Incarnate wearing an eye patch now...

Unless the name is changed, having a location named "Tortuga" isn't lore consistent.

The name is symbolic, it can be literally anything the devs decide on. Tortuga is just a convenient and catchy way to refer to it.
