Inc, not to sound confrontational or anything, but couldn't you query all of this information out of the game's database and if not, modify the game so that it logs the data necessary to do so?

There's no reason to rely on player reports to find out if "newb killing" is a problem or not. Track PKs, who's killing who and where. Then you'll have hard numbers to show whether there's a real large scale problem or just a couple of very squeaky wheels.

Chat abuse is a different story, but we do have things like /ignore and /vote mute for that. Maybe it'd be useful to keep track of who gets ignored or mute voted a lot too?

The threshold for /vote mute needs to be lowered.

The biggest problem in chat currently are people spamming unhelpful things and making suggestions of other players rolling things up and sticking them in various bodily orifices.

Regarding player harassment, pull a report of all player kills for unguilded players with time, sector, and killer. Guilded players have resources to help them deal with griefers. It's the new lone wolves that have the most problems it seems. Use the report to identify who is killing the same players repeatedly in nation space. Grey space doesn't get much sympathy, since grey is supposed to be dangerous.

Since when is playing the frigging game player harassment, much less being really abusive or nasty? You're in space, and I'm allowed to shoot you if I can - your ability to run away/fight back and the in-game mechanics of SF, Dev-cheat turrets, and faction standing penalities are the limits, not some n00b's feelings.
