UIT "neutrality."
Okay, so I was carrying some CtC cargo through Itani space (to avoid their patrols, works really well). Once I warped into Betheshee from Geira Rutilus, I saw a UIT strikeforce (two Seekers, four Strike Force). "No biggie," I thought, "they're everywhere anyway. They're more than 3km away anyway and won't attack me." But as I warped away from the wormhole I noticed about six red blips behind me on my radar... "They must have reached the wormhole."
Warped to the Sol II wormhole, they were still following me. I was easily keeping more than 2km away from them, though, but at this point it became clear that they were chasing me. The real trouble came when I hit an ion storm in Dantia. (Some of my guildmates, and even some people in 100, may recall that I started gibbering uncontrollably at this point.)
One of the two Seekers blew itself up after ramming itself up my tailpipe, dealing about 30% damage to my newly polished SkyCommand Prometheus. The normal Strike Force managed to catch up as well, and started pummeling me with their mega-tachs. Any moment I wasn't frantically dodging their shots I was screaming for reinforcements into guildchat. (One of my mates actually did come, and saw the strikeforce chasing me.)
All seemed to be well after I cleared the storm and made it into Pyronis; I thought I had lost them... until I was about 2km away from the system center. Suddenly, two more Seekers and four Strike Force came in through the wormhole... nearly gave me a stroke....
Fortunately, they did not follow me to Catequil, so I delivered my cargo safely and on time.
And this isn't an isolated incident... just now they sought me out defending the Serco transport. One of the Seekers plastered a whopping 53% hole in my armor. (that's 10,600 damage!) And those two incidents are only the ones I remember the details of.
I only have -798 UIT standing. Why don't they go chase someone with -1000? Either this is a bug or I have done something that personally pissed the UIT senate off.

UIT strike forces will spawn and attack you until you're above -600 standing.
I think he's complaining cause the UIT strikeforces were attacking him in SOL II, which is the middle of serco space.
ah... right. Come to think of it, I've seen a lot of UIT strike forces outside of UIT space (both in Gray and Serco space, although Serco space is far more common).
I'm personally fine with being attacked by a UIT strike force... when I'm KOS UIT... and I enter UIT space. Being attacked by a UIT force at the Serco/Itani border is quite another thing.

Am I really worth that many men? (1/3 of the force was eliminated through a happy set of circumstances involving an asteroid, a concussive mine, and two Aerna Seekers.)

That screenshot shows you in Ukari...hardly the Serco/Itani border. In fact, you may have just came from UIT space.

I think Solra Bizna was just tying to impress us with how bad he/she is. I mean, he/she must be bad for the UIT to send out 14 ships after little ol' him/her, right. :-D
The pic wasn't saying "look! I'm at the Serco/Itani border and they are attacking me!" That was my original post. My screenshot was to prove that I wasn't bullstuffing when I said that I was being chased by multiple strike forces.
Incidentally, now that I actually AM -1000 with UIT, I rarely see a Strike Force even in UIT space. Except when I try to leave with 24x medical goods aboard. :\

I don't think the strike forces are after you specifically. They will chase someone for a while and latch on to you on their return trip. I think the obvious solution is to add an if statement in the bot AI code that prevents them from warping through the border WHs of other nationsl
