Ok, the chances of you being in a station at the right moment to get the mission and have a chance to catch the trader are about zero.

How about you get a mission to "pirate" ships of nation X. In every station of nation X there is a bounty mission to kill you.

So the pirate would see (maybe in corvus stations):
"Go kill some UIT traders and bring the cargo to our nearest station. We will pay you inflated prices for it." And each kill would give some combat XP based on shiptype. Every time you attack the mission computer would keep track of where.

The UIT nation stations would say:
"We have reports of a pirate operating in unclaimed space. His last sighted position was: [whereever]. Track him down and kill him. Message the mission computer for a more complete list of sightings." Then whoever took the mission would have to track down the pirate. He would get significant combat XP from a kill.

One thing that would help missions of these types would be a reinstatement of the nation team chat. That way if someone took the boutny mission they could ask "Hey, anyone seen Starfisher? I have the bounty mission to kill him."

And if I had already attacked, someone would say "Yeah, he attacked me in sector XY in System Z." or "I saw him in sector XY system Z."

Would make for a much more interesting bounty hunter/pirate experience.
