HVL rails. (High Velocity Lightweight Rails)

okay, I love rails. I don't use anything but rails. but, I'm not doing it because it works well, really, I do it because I love the concept of the weapon. one day I might have the MkIII, but even that isn't quite what I'd like to see being offered as one of the primary rail tools.

to give yet another angle to weapons in Vendetta, I propose the following as a High Velocity Lightweight rail:

Damage: 600
Velocity: 550m/s
Autoaim: just like the rail
Shot size: just like the rail, maybe even smaller
Reload time: 1.3s
Ammo: 45
Energy: 55
Weight: 600

before anyone starts screaming about this being an N3 with 550m/s, I dare you to try a Rail gun for a while. duel a few Vultures in it. and, with only 50% more shots hand half the damage, you need to increase your hit ratio from what you have with your standard rails to do the same damage with these rails.

with 600 in damage, you need 25 hits to sink an Aggresso. with one of these mounted, you'd need to hit with over half of your shots to take it down. with two of these toys, you'd still have to hit with over 25% of the shots. if you believe this is easy, I'd love to duel you. :-)

actually this looks pretty decent, the increase in speed is matched by a significant reduction in damage... maybe increase the shot time to 2.0s to compensate for the significantly reduced energy drain.
one of the main problems we've had in the past with balancing rails is that 4 of them on a hornet make a superb first strike weapon, (thats why they currently take 110 energy, it was done to make large groups of them less feasable)

150 m/s is a very big increase in speed... I would tone the speed down to 500 m/s given the other large improvements in energy usage, mass and ammunition.

I'm not sure the extra 100m/s will increase your hit rate enough to make it an equal to the standard rail. at half damage but not double ammo, you have to hit a fair bit more, this also gives your opponent more time to play. but, yeah, one can try it at 500m/s and see what it does.

the energy usage isn't _that_ important, since an FC will recharge faster than the reload time anyway and if you have more than two rails, you'll probably use a heavy battery. so, rather increase the energy usage over the reload time. 1.5s is fine though.
