I'm gonna go to Sedina during a fur ball and buy all the guns and sell them to the combatants at a slightly raised price
This right here illustrates why limiting the supply of weapons is a huge fun-killer. Experienced vets with huge sums of cash will just buy out ALL of a good weapon and stockpile them at the stations the same way they already do with powerful ships.

No. Purchasable skins is a future feature. We are stuck in the present where that feature has not yet been implemented. Also, if you had paid attention you would have noticed that this particular skin is intended to be exclusive for a year, so even if the purchasable skins feature gets implemented soon, you won't be able to buy that skin for a year.
If you want it any sooner than that, you'll have to go contribute to that kickstarter campaign.
