Actually, that doesn't make sense either, because Spectre's goal was quite similar to Viper's. GOVT's stated mission isn't to suppress pirates but to end hostilities among all guilds, nations, and players. I don't think this has ever been attempted before. This supposed mission statement may even be a red herring as it seems tacitly impossible.

When did I lie? How am I a crook? Do you have proof? This has nothing to do with trusting me, and everything to do with trusting yourselves why are you afraid of a unified community?
