Everytime i try playin i get a scan error on my monitior. It says out of scan range. I have k7n2g nforce2 borad, amd 2200+, 80 western digital hd, 512 memory, nvidia fx 5200 vid card, santa cruz sound card. Sony trinitron multiscan 200ecs monitor.

Reinstall your monitor and get new video card drivers, that isn't a Vendetta problem

For whatever reason, Windows thinks your monitor can support a higher refreshrate at 800x600 (or maybe 640x480) than it actually can. If you right-click on your desktop and choose properties, and try to set it to 800x600 or 640x480, does it do the same thing? (If so, it'll come back in 15 seconds)

I guess the easiest way to fix it is to start the game, press alt-enter, and wait for it to load and switch into windowed mode. Then change resolutions through the video options.

There may be a DirectX option (in the control panel) to force lower refresh rates, too.

Well, it looks like the monitor is not set up properly.
Or DirectX isn't.
In Windows 2000 in the Control Panel there should be a DirectX properties applet.
Run that and select the DirectDraw tab.
There should be a "Forced Refresh Rate:" setting that may be set to Default. Try setting it to 60Hz or something and see if that works.
