Enable large port reloads for cap ships

Please enable the ability to reload your large port weapon in cap ships!

It is impractical that a turret can be reloaded but a less cumbersome large port weapon cannot. This is only specifically true on capships, since on these ships you are able to leave the driver seat and occupy the guns.

This will increase the ability of capships to sustain combat for longer periods, which is a natural trait for a capship to have and fits with the other features of this class of ship.

one obvious concern will be Avalons and Mines.. but mines are already limited.. so really just the question of avalons. As an added limitation, it may be practical to reduce the fire rate or cause a "reload delay" of applicable weapons. Personally I like the "reload delay" since that is more realistic. It is pretty reasonable to delay the reload for 15 seconds abouts.

There's also swarms. Currently, capship turret drops are nerfed, not large port kill drops. It's just that you can't really turn and aim the large port much in a Capship, and it's not worth it to equip a swarm you can fire only 5 volleys of and then have to reload in a Capitol station. If the large port is made reloadable, people would just jump onto an Arklan sector and use TargetNearestEnemy and +Shoot2 to afk farm SSS. Just come back every 10 mins or so to pick up the SSS dropped, then you can go afk again. And repeat.

No they wouldn't. Currently the same mechanism that stops sss from dropping via cap ship turret kills also prevents sss dropping from the capship LP kills.
