Itani and serco war
I suggest that there should be some kind of thingy which displays the current "status" between Itani and Serco.
There could be different statuses, and it could randomly alternate between these at random intervals (altough quite large intervals - couple of days or weeks).
These could be the different kinds of statuses between Itani and Serco:
* war
During War, your current standing with the opposing team is freezed and you can KOS any Itani/Serco you see.
* cease-fire
During cease-fire, you are not supposed to kill any Itani/Serco, doing so will give you a penalty and if a certain number of kills have been reached the status will change to war. Your current standing will remain unaffected when this state is declared.
* neutral
This is the current situation. If this status is declared from any other status, everybody's standing will be reset to the current starting standing (hate, but easily turned into dislike), unless your standing was higher.
* cooperation
This status is declared in case there is a 'common enemy' for both Itani and Serco, in such a case Itani/Serco are shown as 'green' on radar (but you can still hurt each other), when this status is declared all standing with Itani and Serco is reset to "neutral". Killing too much Itani or Serco will give you a major drop in standing (both your Itani as Serco standing), will turn on FF and will show you as "red" on both Itani as Serco radar.
This status should be very rare, the common enemy could for example be hostile aliens or a wormhole which is about to close down so everybody in that sector has to be evacuated as quickly as possible. The NT could also cooperate in this.
When the status changes every player will receive a "news flash: " which explains why the status changed.

It's really pretty pointless until the nations have governments to dictate national policy.
Problem is, to an extent we already have the governments needed, but they actual possess little power over their national military because they have no actual command power.
What we need is for the Serco Council and the Itani Government to GET power over their nations. We all know that the Itani are very vocal on elections and for a breif while I was involved in SercoGate council position as the official liason from the SDF.
