Can't alter or save to wgaf or config file on Windows 10

I just got a new to me laptop with Windows 10. When I try and manually change config or wgaf files it says I do not have permission.
I am the only administrator on the laptop.
Any suggestions or advice would be appreciated.

I saw in another thread that VO may have been running. . .

This has been a problem for a lot of things since Windows 7. Anything installed inside the "program files" area or certain other folders require special permissions to edit/change. There are a few solutions to the problem, the first being install VO somewhere that is not in Program Files. Another way is to copy the file you would like to edit to your desktop (or anywhere that your user has full access to), edit the file, save the changes then copy the file back.

It makes no odds if your account has admin rights, because when you double click a program to run it normally, it still only runs at the "user" level. If you want to edit files located in the program files area without moving them, you must do this in an application that has been "run as administrator". For example, find Notepad, right click it, choose "Run as Administrator" and voila, you can now edit any file that is anywhere.
