What does it offer over the DX8 driver? AA is still limited to 4...

The number does not necessarily refer to how many xAA it is.
ie. it could have 1,2,3,4 which does not mean 1x,2x,3x,4x.
That is the only thing that could change in the final driver. dx9 does antialiasing differently than dx8 did.
Basically it has different AA modes. None, Nonmaskable, 2x,3x,4x,5x...16x modes. Each mode has up to 16 quality levels. The nonmaskable mode has n quality levels that are equal to the number of xAA modes. If that makes any sense.
I noticed other games hide this difference by still only showing xAA modes. I tried that but it didn't show any antiailasing modes for the radeon 8500 at home. Very confusing.

Well, I did get a 10fps boost with the new driver, so I guess it's okayish.
