IPad jailbreak for VO plugins -- legal or no?

Would anyone care to comment on whether it's legal to install VO plugins on an IPad by jailbreaking it?

On the negative side, Googling the subject turns up web pages saying that U.S. Librarian of Congress (How do they get into this, anyway?) considers jailbreaking an IPad to be copyright infringement, whereas doing the same to an IPhone is not. The language of the LOC decision seems not to plainly state what they're trying to achieve. On the positive side, is anyone actually going to prosecute or sue a VO player who uses jailbreaking to install files inside their VO folder? It compromises neither the IOS system nor the VO client, and GS allows third-party plugins as a gameplay element. Whose bull is being gored?

Any comments or advice would be welcome.

You don't need to jailbreak your iPad to install VO plugins. I use DiskAid to get to the correct folder where the plugins go.
