Bounty Hunting System

I would prupose for a new and more in-depth bounty hunting system. By new and in depth, I mean to suggest the following:
-Some kind of tracking system that, while not giving away the players position exactly, will at least take away such heavy reliance on chance and luck.
-An official sub-faction (like "pirate") that would recognize bounty hunters as a seperate foce in the universe, and therefore a station in which bounty hunters could get information and equipment
-A way for players with certain prerequisites (such as holding a certain right of deferance) to actually place bountys on other players
In general, I think that it would enhance the diversity of gameplay if bounty hunting was taken beyond just a mission here or there, and extended to a broader, more comprehensive spectrum.

We do have plans for a cool bounty system; we've just got a lot of other things that need doing first. In the near-ish term, I intend to make a copy of the liquidation mission for killers of convoys bots. Longer term solutions with features like players putting up bounties for other players are in need of a revamped reputation system to prevent much-too-easy abuse.

In the meantime, though, the convoy and pirate bots will answer you if you /msg them 'have you seen Sunset Graffiti?' (for instance). They only know what they've seen and their recollection gets vaguer over time. If they say, "what's it worth to you?", try giving them a couple thousand credits, and asking again. Since these bots don't tend to be around very long, and the only game-directed purpose for hunting anyone is liquidation, it's not terribly useful yet. When we spread the new code to stuff like the station guards, tracking someone down (player or npc) will hopefully have a fun level of difficulty and variation.

Suggestions for ways of expanding on this gameplay that aren't abusable and don't require major work elsewhere (like the reputation system), are welcome. We're always willing to apply a bandaid or two when it doesn't get in the way of more significant progress.

suggestions for bandaid in the link I posted right above. How hard would it be to extend the kill lists to be group viewable?
