Serco are militaristic as opposed to communist and Itani are monastic, not at all capitalist. The UIT are the capitalists, the Corps even more so.
None of the nations are oppresive or unfair to their own people, neither; they just have different trappings and ideas about what unfair means. In the Dominion, strength and honor are the coin of the realm; with the Itani, control and self-knowledge; with the UIT it's skill and money. All of them pretty much treat foreigners as such, which is not a good thing to be in times of war. The UIT might look like they welcome and like the foreigners, but in truth they try to squeeze as many credits from them as possible and spit on the floor behind their backs.

Actually, the idea of militaristic as opposed to communisitic is flawed. Oh look! The Communist Manifesto! (or more specifically, The Demands of the Communist Party in Germany)

Personally, considering that the communist ideals are what will save the human race (and I'm at least partially serious here), then I can see the Serco race as being a communist society. Militant, nationalistic, idealistic, cycborgs. (Ok, so Marx wasn't a cyborg, but if he coulda been, he woulda!)
The Itani on the other hand, I've always seen as basically an extentions of Asian Social-democrats (India, China [in a decade or so], and in between). Militant, nationalistic, idealistic, monks!

The Itani, like the UIT, strike as me reluctant militants. They raise armies because they have to, not because they want to, unlike the Serco or the Akanese.
As for science, all three Nations have them at equal levels, just focused to different endeavours. The Serco augment their bodies with them (implants); the Itani complement their minds (engergy focii), the UIT need it for their very survival since they live in outer space without a single planet to their name (Xirite alloy, mining beams). Still, all of them produce computers, construction machinery, entertainment devices, etcetera; the difference is based, again, on their cultural differences. The Serco plug into them directly or use Guises; the Itani control them with their minds (their modern power exoskeletons must be something to look at) while the UIT use manual assisted controls and AI for when humans shouldn't be risked or when it's more economically advantageous to do so. Of course, they can all use telecontrols to do things from a distance.
As for the symbols, the Serco, being able to breed actual dragons (and far more powerful things), are unlikely to see one as a symbol of power; most likely their symbols would entail the use of the human form (a modification of that DaVinci drawing of the human body would fit perfectly) since their defining characteristic is the use of genetics and cybernetics to better themselves and control their environment.
The Itani are trickier since their culture seems to be a mixture of East and West; oriental symbology would certainly look more proper than the Gothic Eagle and the Crusader Shield, but which particular oriental symbols would fit is anyone's guess. I'd suggest the Ying Yang, simply because if any nation is aware of the duality of mankind it is them; it would bring the concept of harmony in addition to good and evil. Past that point I can't tell much, though I presume symbols for knowledge and discipline would be involved. The Akanese, being militant and full of hate, would maybe add (or even replace some with) the symbols of justice, pain and retribution. Notice that many of these concepts were never expressed as symbols in Western Culture (and if they are, they have totally escaped me). The two western icons that come to mind are the unicorn (for purity) and the lion (for courage); of these, I can see the Akanese wanting purity, but will they live down having a unicorn on their coat of arms?

Do I really have to call to mind that we [the Serco] had no need for interstellar weapons until the Itani intruded in our territorial space? To say that we keep an army for the sake of it is laughable and borders on being insulting. (Rauuugh! I just felt like venting, and this seems an appropriate thread...)
As long as I get to blow somebody up for fun and profit I'll be happy. If that somebody happens to be Serco, well, I guess I'll be just that much more happy.
