I see running because you're out of ammo about the same as running because you're low on armor. If you misplay the hand you dealt for yourself, you really shouldn't get to grab your money out of the pot and take off. This is, after all, a question of honor, right?
When people run it annoys me for a bit, but I get over it. when someone just turbos around in circles and waits for you to get bored of chasing them and then shoots you in the back once you go off to do something else, well, I dont forget that.

Sectors aren't boxing rings, and most instances of combat aren't implicit duels. If you don't kill the target, for whatever reason, you haven't "earned" a PK. If he runs, chase him down and kill him. If you think you can run away, repair and rearm, and return to the fight for whatever reasons you have for fighting, then by all means do so. If you think you can advance your ball by engaging in the annoying, unforgettable behavior that Tramshed described, please do that, too.
Just realize that your reasons for fighting shouldn't include "quasi-consenual PvP for fun," because you'll be treated as what you are: a despised pest, a constant threat, or some of both.

Why is everyone always trying to make rules in pvp? No swarms, must hail, don't run, etc.
If someone runs from me I get a free shot at them while they are warping.(personally being killed is instant repair and reload to me)
The answer to swarms is move faster than them and laugh at whoever thought they were an effective weapon.
and hailing, depends on what you want from your enemy. Money, respect or the element of surprise etc.
I don't mind if people want to make rules for pvp. but instead of trying to follow playground rules, i rather just say a kill is a kill and a death is a death.
